‘Formation of parallel body motivated, subversive and disruptive’
Syed Shahabuddin, President, All-India Muslim Majlis-e-Mushawarat (AIMMM), issued the following statement on 10 July:
The dissident group led by the former President Maulana Salim Qasmi, the former Vice-President Maulana Mohd. Wali Rahmani and the former General Secretary Ahmad Ali Qasmi, which had unlawfully held a meeting of the old Markazi Majlis-e-Amla on 17 June, 2000 spurned all efforts at reconciliation and finally crossed the rubicon by convening a meeting of a fake Markazi Majlis-e-Mushawarat, held fake elections for appointing themselves as office-bearers. By forming a parallel body, the dissident group has left no room for reconciliation.
The All India Muslim Majlis-e-Mushawarat regretfully notes that the dissident group has torn the Dastoor of the Mushawarat into shreds although they had originally raised the banner of revolt in the name of the Dastoor. This shows that the subversion of the unity of the Mushawarat was deliberately planned and motivated to protect their own selfish interests and capture the Mushawarat.
To recall, Maulana Ahmad Ali Qasmi had sold the Kalan Mahal office of the Mushawarat, rented by the late President Mufti Atiqur Rahman, and pocketed the sale proceeds. Subsequently he spent nearly Rs. 5 lakhs during his General Secretaryship (1991-95) out of the bank interest on the Mushawarat’s FD’s relating to Central Relief Fund and Babari Masjid Legal Defence Fund, for which he is yet to render full account. On the other hand, during 1995-2000, the Mushawarat has raised the FD from Rs. 11 lakhs to 16 lakhs and has not spent a single paisa out of the interest in the Mushawarat’s office.
He harps on his claim of having spent Rs.20,000/- from his own pocket for the Mushawarat but this was not supported by documents and hence it was not endorsed by the Mushawarat Committee set up to examine it.
Maulana Wali Rahmani wanted to be the President of the Mushawarat and is known to have convassed for his nomination but failed to find any member to nominate or second the proposal.
Maulana Salim Qasmi, during his presidentship, failed to give due time and attention to the Mushawarat because of his preoccupation with the Darul Uloom (Wakf). But what is notable is that he did not take any action to recover Rs.1,65,000, admittedly payable by the former treasurer Mr. Qamar Kazmi, who is related to him and lives in Deoband.
In forming their parallel body, the dissidents have enacted a total farce. Their illegal meeting of 17 June 2000 was attended by only 10 out of 93 members of the Markazi Majlis for 2000-2003 (formally constituted on 12 May 2000 without any objection from any of them), 3 out of 11 Constituent Members and 3 out of 13 Jamaats. They did not publish the names of participants even in the formal minutes!
They announced the formation of a parallel Markazi Majlis on 17 June, 2000 but have so far not published the list of its members. Nor have they published the names of the 17 Jamaats they claim to have affiliated.
Their so-called ‘election meeting’ on 8 July, 2000 was attended by rank outsiders and strangers. With all their effort they could entice only 3 more members of the Markazi Majlis-e-Mushawarat to their camp: Mr. Ashfaq Alam, Maulana Fuzailur Rahman Usmani (a close relative of Maulana Salim Qasmi) and Mr. Junaid Ahmad Banarsi. The last had indeed participated in the meeting of the Markazi Majlis on 18 June, 2000 and has now, for reasons better known to him, switched sides. As usual, they have not published the names of those who participated in the farce of 8 July, 2000. And the core group took 7 out of 10 posts!
In a democracy, any group can form an organisation but, in view of the above, it is clear that they have no moral or legal right to designate themselves as the All India Muslim Majlis-e-Mushawarat and thus misguide and confuse the people. They have done this presumably to claim the assets of the Mushawarat including Rs. 16 lakhs in fixed deposits.
The All India Muslim Majlis-e-Mushawarat (AIMMM) unequivocally and strongly condemns their illegal, subversive and disruptive action and cautions the Millat against their campaign of disinformation and disintegration.
Since the separation of a small group does not amount to a division of the Mushawarat, the AIMMM is confident that it will emerge stronger from the separation of this self-centred, disgruntled and unprincipled group and it shall continue to serve the Muslim community and the country with commitment and determination.
