Remember TADA victims?
Jammu & Kashmir: Although nearly 13,000 persons were charged under the Terrorist Activities and Disruptive Act (TADA) in the state, only a dozen have been sentenced under it. As of now, 584 cases are pending in the special TADA courts, while others have fallen through.
Punjab: In all, 17,890 cases were registered under TADA in Punjab but only 10,562 were chargesheeted. Of these, 9,745 cases have been decided. Nearly 190 were convicted and 9,182 acquitted. The remaining cases were withdrawn. The rate of conviction was as low as two per cent. Six cases involving 78 persons are still pending in courts. Most of the accused are out on bail while only 15 are behind bars.
Assam: While no one in Assam is in a position to know just how many cases were filed under TADA in the last 10 years (1991 to 2001), 1,568 people have been chargesheeted under it. Thousands of people were put behind bars during interrogation and trial, but the rate of conviction was less than one per cent. Nearly 800 cases have been finalized and conviction has taken place only in seven involving 11 people. Over 700 cases are yet to be decided. (Times of India, 9 Dec. 2001) q |
