Muslim day in UP assembly

It’s the first time when Muslims head the opposition in both Vidhan Sabha and Vidhan Parishad in UP, reports Obaid Nasir from Lucknow


Not only Azam Khan but even Kalyan Singh the brain behind the demolition of Babri Masjid asked the government to issue the fresh notification so that cases against him and union ministers Advani, Joshi and Uma Bharati etc in connection with the Babri Masjid demolition could proceed. He said that even though I am involved in this case but justice demands that fresh notification as suggested by the High Court should be is sued and the case should proceed. 

  It was actually a day of Muslims in UP assembly when Chief Minister Mayawati sought a vote of confidence in her council of ministers. The major gain of this debate was ruling from the chair that the Qur'an and Hadith can be quoted during debate. Though it was not prohibited but perhaps it is for the first time that a Hadith was quoted and was opposed by Muslim MLAs from treasury benches compelling the speaker to clarify that the Qur'an and Hadith can be quoted just as the Ramayan, the Vedas and the Mahabharat are frequently quoted. Urdu couplets are frequent quotes but Hadith and the Qur'an are seldom quoted. Thus Azam Khan the young leader of opposition in UP assembly made his presence felt in the house. 

It all started when Azam Khan replying to the confidence motion took 14 BSP and one Lok Dal MLA to task for supporting a government formed with the help of BJP the main culprit of Gujarat pogroms and Babri Masjid demolition. He recited the Hadith that "Momin could not be bitten twice from the same hole". Thus reminding these Muslim MLAs that BJP should not be trusted. He also said that these Muslim MLAs did not even offer Jum'a prayers. Cornered by Azam Khan all the pro-government Muslim MLAs asked the chair to resist Azam Khan from hurting their religious sensibilities. They also objected his quoting the Hadith and the Qur'an. The entire opposition sought the clarification from the chair that when the Ramayan and the Vedas etc are quoted what is wrong in quoting from the Hadith and the Qur'an, and the speaker gave the above ruling which may be path breaking.

This compelled Mayawati to say that she will seek legal opinion and will do accordingly. 

Congress legislature party leader Pramod Tewari while condemning this political marriage of convenience said that "re-nikah with the same woman without Halala is not allowed in Islam. But here BSP and BJP have entered in marriage and talaq without slightly bothering the political morality. They contested the elections not only criticising but abusing each other so much so that even after the results were declared BJP announced its decision to sit in the opposition and after the genocide of Muslims in Gujarat, when the central government felt tremors, it decided to enter into an unholy alliance and the BSP lust for power decided to build its fort on the corpses of innocent Muslim men, women and children of Gujarat. 

All said and done secularists in general and Muslims in particular were hoping against hope that some miracle will happen and all of a sudden the Muslim MLAs supporting the BSP-BJP coalition government in UP will realise the gravity of their decision, they will hear the cry of hapless victims of hate and revenge in Gujarat , and will vote out the Mayawati government which came into existence by ditching the faith and confidence of their voters. But nothing of that sort happened and Mayawati comfortably proved her majority in UP assembly. Her motion of confidence got 217 supporters while only 180 opposed it. It may be remembered that Mayawati had presented a list of 211supporters to governor while staking her claim thus she managed six extra supporters while in government.

She, however, failed in splitting Congress which was being considered the easy target. 
On 17th of May she moved the one line motion of confidence and assured the house that her government will not compromise with ideals and the interests of all sections of society will be protected and special attention will be paid towards the welfare of SC/STs, minorities and economically weaker section of the society. On Babri Masjid dispute she reiterated that the apex court decision will be implemented in letter and spirit if talks failed to bring about any amicable solution. On Gujarat issue she disclosed that she was first to ask for a high level probe into Godhara incident and its aftermath.. She announced that the terrorist and disruptive activities will be checked under existing laws which are sufficient but if need be POTA will be implemented but her government will ensure that it is not misused .

Hitting back at Samajwadi Party, Congress, Rashtriya Lok Dal leader and minister of rural engineering services Mr. Kaukab Hameed said that Samajwadi Party and Congress have not taken the sole selling agency of secularism. We have entered into this alliance to avoid new election and will see that minorities’ interests are not hurt.

Former chief minister and BJP legislature party leader Mr. Rajnath Singh said that when secular parties could not come together to keep "communal and fascist BJP" out of power it was our duty to enter into an alliance so that the burden of fresh election is not thrust upon the people of this poor state. 

In upper house BSP leader Mr. Ghayasuddin Qidwai while initiating a debate on motion of thanks on governor's address said that our fight against communal and divisive forces will continue with the same vigour in spite of our forming the government with BJP. Justifying the oddity of the coalition he said the alliance was necessitated by the uncertainty of the political situation in the state ."Our mind has not changed" he asserted. She won the vote of confidence with 217 against 180.
