‘Gujarat BJP was keeping tabs on Muslims from ’99’

A secret circular, issued by Gujarat’s director of police (intelligence) to the top brass of the state police in 1999, reveals the hostile attitude of the BJP-led state government towards Muslims over the last three years.
The circular directs all police commissioners, district police officers and range IGPs/DIGPs to ‘intimate details of persons (Muslims) involved in communal riots which occurred in their city/district during the last five years – viz offence registration section, place, what was the judgement by court, how many times the person was booked under CrPC Sections 107, 151, 110 or Pasa, Nasa.’ According to the circular (No. D 2/2, Com/Muslim/Activity/84/99 of 1/2-2-99), which is published in a report released on Monday, the district police officials and others were asked to ‘intimate (to the state) how many darul ulums (madrasas) are functioning in their districts/cities and where they are located’.
Gujarat Carnage 2002: A Report To the Nation has been drafted by an independent fact-finding mission comprising JNU professor Kamal Mitra Chenoy, former finance secretary and former member of the Planning Commission SP Shukla, former director-general of police of Tripura KS Subramanian and visiting professor at Jamia Millia Islamia Achin Vanik. They had met a large number of victims of the communal violence, eyewitnesses, administrative and police people during their five-day visit to the riot-hit state.
A copy of the circular on page 34 of the report, signed by PB Upadhyaya, further directs the police to ‘intimate the details of existing Muslim organizations in your district, with their address and who are the leaders working for their organizations, their names addresses, total members, telephone numbers etc’. ‘Please open the dossier of Muslim individuals who are involved in the offence of assault with knives or scissors, rioting and murder with their names and the copy of the same be sent here’, the circular adds. In a clear bid to keep tabs on the political parties funding Muslim organizations, it says, ‘Please intimate the names of political leaders and their party who are supporting these criminals’.
