RJD fails to set up Arabic-Persian university
in 17 years

Laloo Prasad Yadav, the former Bihar chief minister and newly elected
Rashtriya Janta Dal supremo recently felicitated Yusuf Siddiqui for making
the effigy of Ravan in the state capital on the occasion of Durga Puja.
Muslims throughout Bihar felt that Mr. Yadav felicitates a handful of
Muslims for their skill to prove himself the Messiah of Muslims. But as a
matter of fact he has done nothing practical for the community. For
example the promise of establishing a full-fledged Maulana Mazaharul Haque
Arabic and Persian University (MMHAPU) hasn’t yet materialised despite
the passage of seventeen years. In between, Laloo Prasad made tall
promises and announced several times that there would soon be a new
university for the proper growth of Arabic and Persian languages and
literature not only for the benefit of Muslim community but for all
people.
It is worthy to note that after the downfall of Congress in Bihar, Laloo
Prasad Yadav and his wife Rabri Devi have been ruling over Bihar as the
chief ministers either on behalf of Janta Dal or Rashtriya Janta Dal. Both
husband and wife have tried to project themselves as the true well wishers
of the Muslims while a large number of constructive and welfare programmes
such as the establishment of Maulana Mazaharul Haque Arabic and Persian
University remain pending in Bihar.
The Muslims throughout Bihar are pained but not worried as they know that
much talked about Maulana Mazaharul Haque Arabic and Persian University
continues to be non existent because Laoo Prasad Yadav is interested in
Arabic and Persian. The result is that expectations of the concerned
people, specially of a large number of Urdu speaking people about the
establishment of the said university are gradually dying. It has exposed
the hypocrisy of Laloo Rabri RJD govt. which harps on taking up welfare
measures for the Muslims.
The plan of setting up the Maulana Mazaharul Haque Arabic and Persian
University was mooted first on March 11, 1983 by the then state Janta Dal
govt. headed by Chief Minister Laloo Prasad Yadav. A formal proposal
regarding setting up of the Maulana Mazaharul Haque Arabic and Persian
University had been made in January 1990 by the then Governor Jagannath
Paharia while addressing a joint session of both the houses of the state
Legislature. It appeared to take some definite shape when the then
Governor and chancellor of universities A.R. Kidwai inaugurated the
opening of the university on April 10, 1998. When Mr. Kidwai had
inaugurated the opening of the Maulana Mazaharul Haque Arabic and Persian
University after fifteen years, it was felt that state govt. was really
serious to set up the university.
The state govt. also appointed Mukhtaruddin Ahmad, a retired teacher of
Aligarh Muslim University (AMU) as first vice chancellor and
Chandrashekhar, Professor of Persian language in Delhi university as Pro-
vice chancellor of the university. It is a surprising matter that the
decision of the state govt. remained on paper and a camp office of the
university was only opened at Hardinge Road in Patna. The most regrettable
matter is that the name plaque of the Maulana Mazaharul Haque Arabic and
Persian University put up at the camp office at the time of inauguration
in 1998 had mysteriously disappeared. The proposed office of the
university is closed with a big lock put up on its door. Promise of the
state govt. to allot 20 acres of land to the said university is yet to be
implemented.
The critical situation, regarding the setting of Maulana Mazaharul Haque
Arabic and Persian University is enough to prove the motive of ruling
Rashtriya Janta Dal govt. and its supreme leaders Laloo Rabri. The
Muslim intellectuals say that perhaps the duration of seventeen years is
not enough for a state govt. to setup a university for the welfare of the
Muslims while within seventeen minutes so many Charwaha Vidyalas were set
up in Bihar for the welfare of the Yadavs, the community which Laloo
Rabri belong to. Reacting against the failure of state govt. in setting up
the Maulana Mazaharul Haque Arabic and Persian University the then higher
educations and present parliamentary affairs Minister, Ramchandra Purbey,
who had initiated steps to give a definite shape to the university in 1998
following the directive of the Bihar Legislative council chairman has said
that non establishment of the university reflected an utter failure of the
state govt. Mr. Purbey has said that although the state govt. had
completed all formalities to establish the Maulana Mazaharul Haque Arabic
and Persian University, it has continued to remain a non starter as the
proposal remained on paper only and is without any legal sanction. The
Muslim intellectuals say that there is a large number of Muslims belonging
to RJD and Congress in Rabri Devi’s cabinet who remain silent and fail
to raise a question in the cabinet as to why the promised dream on Maulana
Mazaharul Haque Arabic and Persian University has not yet been
materialized during seventeen years?
Mr. Jabir Hussain, the present chairman of the Bihar Legislative council
and the editor of "Samwad" an in-house magazine of the Bihar
Legislative council has only carried a detailed article on the fate of the
Maulana Mazaharul Haque Arabic and Persian University in one of its
issues. The article laments that concept behind the opening of the said
university in the name of the great freedom fighter Maulana Mazharul Haque
would become a thing of the past and could be one of the most distressing
stories in the state’s recent history.
Tracing the failure of the present and past governments, Mr. Hussain has
said that the matter had once reached the advanced stage. Courses of study
had also been prepared incorporating aspects of in depth research and
higher study in Arabic and Persian languages and literature besides
imparting higher education in ancient culture, secularism, freedom
movement, Interaction of different cultures, Journalism, Library science
and Manuscript science, among others. Despite this the Maulana Mazaharul
Haque Arabic and Persian University remains a non-starter. q |
