Taliban to wage ‘guerilla war’

By Friday, 7 December, it seemed that Taliban had been totally routed and were on the run or meekly surrendering to warlords in the pockets still under their control after their voluntary retreat to Qandhar. If western media is to be believed the phase of Taliban in Afghanistan is decidedly over. But the story from the Taliban side is different. If they are to be believed they have decided to retreat from the city of Qandhar to save it and its civilian population from total destruction. Since their retreat to the city about ten thousand Taliban and three thousand local people have been killed by the merciless bombardment by the American planes. The plight of the civilians had earlier too led Taliban retreat from northern towns including Kabul. In fact Northern Alliance American cronies did not conquer any Taliban territory. They only moved into areas evacuated by the Taliban for humanitarian considerations.

Taliban sources made public on 7 Dec. a general message to the world of Islam in which Mulla Muhammad Umar said announced to 'the whole World that, insha Allah, we will never surrender nor soften, but we will stand firm with Allah's Permission until one of two good things come to pass: either victory or martyrdom.'

Next day a Taliban source (www.azzam.com) announced that on the orders of Mulla Umar, the Taliban have decided to initiate a guerilla war against the US forces and the other anti-Taliban groups. For this reason, the Taliban leaders have decided to leave the main city of Qandhar and have signed a pact with Mulla Naqeeb who is described as 'an experienced Afghan commander.' The source added that on Friday, the joint Shura council of the Taliban and Mulla Naqeeb discussed the points of the pact in detail. After agreeing on the pact, the Taliban gave the control of Qandhar to Mulla Naqeeb..Mulla Nazar, spokesman of Mulla Umar, stated the main points of the pact which have already been discussed with Mulla Naqeeb: (1) Taliban will have full control on the Qandhar front-lines for the time being, to prevent treachery. The military control will also be in the hands of Taliban for the time being, (2) In case of any US ground attack, all the participants of the pact will defend Qandhar unitedly, (3) Hamid Karzai will guarantee the protection and freedom of the Taliban captives in Mazar-i-Sharif. The source added that this was planned so that the Taliban could concentrate solely on the special tactics which they have planned against the US forces and its coalition partners. The source added that in a guerilla war, the civilians will not have to suffer, it will be a fight of the Mujahideen against the American soldiers and this will enable the Taliban to concentrate on fighting against the US troops and their allied forces.
