Reservations
Apropos of Mr. M.A. Siraj’s article on Reservation in Karnataka, which contains valuable information, is inaccurate on one point (Milli Gazette, 1-15 September,
2004;
Reservation issue and Karnataka Muslims). Category II A in G.O. of 17.9.1994 does not apply to Muslims only but, to the best of my recollection, to two other social groups, thus taking the edge out of the criticism that the Muslims have a separate quota of their own.
Secondly, your readers would very much like to know the basis of categorization into 7 categories and how the level of backwardness, which is the key determinant for categorization as well as for inclusion of various groups in a particular category has been measured and quantified.
Thirdly, one would like to know why Karnataka is keeping to 50% limit, while Tamil Nadu has far exceeded this artificial limit.
Fourthly, Muslims are now entering public employment and professional education from 3 channels: through IIA, through II B and the General. The readers would like to know the numbers of Muslims who have entered the Karnataka Administrative Service and the Karnataka Police Service through these 3 channels, year-wise, since 1995.
