MEMORANDUM TO THE HONOURABLE PRIME MINISTER OF INDIA, MR ATAL BIHARI VAJPAYEE, Through, His Excellency, the Governor of U.P.

Most Respected Sir,
We want to draw the attention of Your Honour to the most draconian Prevention Of Terrorism Ordinance issued recently by your government. We are sure that in view of the past experiences which were amply demonstrated by a large scale misuse of TADA against minorities, especially Muslims, Your Honour would share our anxiety about this new measure.
Regarding the scourge of Terrorism afflicting us, there is complete unanimity in the country that it must be combated with all force, but for this our existing legal structure is more than sufficient. What is required is the determination on the part of the government.
We therefore, request you kindly to abrogate this draconian Ordinance and not allow it to take the shape of an Act during the coming session of the Parliament.
With deep anguish we want to bring it to the notice of Your Honour that if this Ordinance is transformed into a permanent statute by the parliament, we will be constrained to launch a state wide agitation against it.
We sincerely expect Your Honour to give a deep and heart-felt consideration to our feelings.
