ALL INDIA MUSLIM FORUM

STATEMENT ISSUED JOINTLY BY THE PRESIDENT OF ALL INDIA MUSLIM FORUM Prof. M.K. SHERWANI, AND ITS U.P. PRESIDENT, MR SALAHUDDIN KHAN, ADVOCATE ,AT THE PRESS CONFERENCE HELD AT CHARAN RESTAURANT, VIDHAN SABHA MARG, LUCKNOW ON MARCH, 21, 2002

1. (A) AYODHYA IMBROGLIO AND THE GROWING COMMUNALISM IN THE COUNTRY 
Much to the satisfaction of the vast multitudes of peace-loving citizens of the country, the fear psychosis generated by the 15th March deadline fixed by V.H.P. has dissipated. This was more so because the date had already been preceded by the savagery of Godhra train incident and the macabre violence of Gujrat riots - the tragedies which have left an indelible blot on us as a civilized democratic polity. Now with bated breath, we must again be waiting for some other deadline and the repetition of the same communally-surcharged atmosphere as if the creation of communal harmony or hatred is exclusively dependent on the whims of a few individuals. 

Happily enough, the names of Vishwa Hindu Parishad, Bajrang Dal, Ram Janam Bhoomi Nyas, Babri Masjid Action Committee, Babri Masjid Coordination Committee, All India Milli Council, All India Muslim Personal Law Board and their leaders have become an anathema for a vast majority of Hindus and Muslims who are anxious to see some amicable settlement of this vexed issue. On the one hand, the early resolution of the matter through the tortuous judicial process of Indian courts is like hoping against hope, while on the other, the hawks representing these bodies on both sides have made the Ayodhya controversy as a permanent source of their political survival as also an effective instrumentality to promote diverse political ideologies – the V.H.P., Bajrang Dal etc. use it to buttress up B.J.P.’s electoral fortunes, the Muslim bodies comprise a caucus of a handful of persons whose loyalties to different parties keep changing according to their interests at a given time .To keep the issue any more in the hands of these persons and bodies is like giving them the privilege to thrive on the blood of the entire nation.

(B) IMPERATIVE NEED TO FORM A NEW NEGOTIATING TEAM
All India Muslim Forum is convinced that if the nation is to be saved and a lasting communal fraternity is to be established the Ayodhya issue must be wrested from the nasty clutches of the existing leaders who have lost all their legitimacy and be handed over to a new negotiating team consisting of the following seven persons on each side.

(I) RAM JANAM BHOOMI SIDE
   (i) All the four Shankracharyas (4)
   (ii) Head of Ayodyha’s Nirmohi Akhada
   (iii) Head of Ayodhya’s Nirvani Akhada
   (iv) Head of Shanti Kunj, Haridwar

(II) BABRI MASJID SIDE
   (i) Maulana Kalbe Jawwad, Imame Juma, Asifi Masjid, Lucknow
   (ii) Maulana Ahmed Bukhari, Shahi Imam, Jama Masjid, Delhi
   (iii) Maulana Mufti Mukarram Ahmed, Imam, Masjid Fatehpuri, Delhi
   (iv) Maulana Rabe Hasni, Rector, Nadhwatul Ulema, Lucknow
   (v) The Rector of Darul-Uloom , Deoband
   (vi) The Head of Tabhleegi-Jamat, Markaz, Nizamuddin, Delhi
   (vii) The Head of Jamate-Islami Hind, Delhi

The team must be given a month’s time and it must not be necessary for them to work out a consensus of opinion. Even if four persons from each side reach a compromise , it must be treated as a final settlement, incorporated in the judicial decision and enforced with iron hand, the pleasure or displeasure of the parties notwithstanding.

2. THE MISCHIEVOUS ROLE OF SOME MUSLIM BODIES IN THE RECENTLY HELD U.P. ASSEMBLY ELECTIONS 
For quite a long time a few individuals – some under the garb of religious sanctity and others with the self-authenticated credentials of their leadership – have formed a vicious circle and through its influence have been making a ruthless attempt to establish their hegemony over the entire Muslim community. Their faces are same but their characters and utterances keep changing according to which body they are sitting in. If they are in Personal Law Board, they are apolitical, if they are in All India Milli Council, they have no shame in playing stooges to different political parties and issuing pre-election appeals in favour of their political masters, and if they are in any brand of Babri Majid Committees, they assume a distinct shape. In the Quranic parlance such persons of double character are termed as ‘munafiqeen’ ( hypocrites).These are the persons who have completely desecrated the sanctity of All India Muslim Personal Law Board.
Viewed in this perspective, the role of All India Milli Council, Majlise Mushawarat and Jamate-Islami-Hind on the eve of every election , issuing appeals to Muslims to vote in favour of those candidates who appear to be in a position to defeat B.J.P. is most reprehensible. All India Muslim Forum seeks their explanation on the following points:

(a) While they agree in principle that the long term strategy before the Muslim community should be directed towards developing their own leadership through electoral means, the short term strategy must be to defeat the B.J.P., what efforts these bodies make in between two elections to achieve the long-term policy. On the contrary, their emergence like a phoenix on the eve of every election is aimed to cause damage to various Muslim Political parties who make restless efforts to develop political consciousness amongst Muslims so as to extricate them from their abject status of a vote bank and transform the community into an effective electoral unit within the democratic framework of the country. 

(b) While Muslims, by and large, use most contemptuous words for these bodies, the anti-B.J.P. vote of non-Muslims is certainly diverted to B.J.P. in reaction to such nefarious appeals. In the recent U.P. Assembly elections, at least 20 B.J.P. seats go to the credit of these Muslim bodies.

(c) Such appeals by these Muslim bodies are meant to perpetuate the hold of the redundant and obscurantist clergy class and obstruct the emergence of an enlightened leadership in the Muslim community. They are also issued at the behest of different political parties which abhor the idea of Muslim community developing its own political leadership .

(d) To address such appeals to Muslims only is to assume that all Hindus are the supporters of B.J.P. and, therefore, these bodies are producing the supporters of and giving a new strength to fascist forces in the country.

(e) Their appeals are always in accordance with the general Muslim psyche, but after elections they claim credit that the community voted according to their dictates. What these champions of Muslim cause do when the candidates of their choice join B.J.P. in one form or the other.

(f) Now when the U.P. Assembly elections are over, these bodies seem to be in a triumphant mood that following their appeals , Muslims have defeated B.J.P. Have they any courage to exert pressure on the winning candidates, which these bodies, especially Milli Council claim, are the result of their appeals, to join hands to form a secular government or what these pre-election buffoons are planning to do if the so-called secular parties or individuals join hands with B.J.P. in the government formation. They now owe a solemn explanation to the Muslim community, if they claim that it followed their appeals.

3. APPEALS OF ALL INDIA MUSLIM FORUM 
All India Muslim Forum makes the following demands and appeals:
(i) It makes an earnest appeal to all the scrupulous persons in All India Muslim Personal Law Board to launch a crusade against such individuals who indulge in political subterfuge and that too using the title of their position in the Board. It is necessary because the sanctity of All India Muslim Personal Law Board which is held in high esteem by the entire nation must be restored by purging it of such sinister elements who possess even more than double characters..
(ii) It appeals to the entire Muslim community to smash the fictitious aura of religiosity with which these individuals representing Milli Council and other bodies appear before the gullible Muslim masses on the eve of every election.
(iii) It appeals to all Muslims, both within and outside the country to stop funding these bodies in the name of Indian Muslims because it is that greed of financial assistance that spurs them to write down something in their account through these pre-election acrobatics.
(iv) It appeals to these Muslim bodies not to try any more to scuttle the emerging Muslim leadership through various political channels and make a desperate attempt to retrieve the lost utility of the outmoded clergy class.
