Dismiss Modi's Caretaker Government and Promulgate President's Rule to Accelerate Relief and Rehabilitation, Investigation and Prosecution
To Nurse Gujarat Back to Social Health and Hold Free and Fair Elections
New Delhi, 4 September, 2002: Shri Syed Shahabuddin, President of the All India Muslim Majlis-e-Mushawarat
(AIMMM), has issued the following Statement:
"The All India Muslim Majlis-e-Mushawarat (AIMMM) has noted the ruling of the Supreme Court which effectively implies that the State election in Gujarat shall be held only towards the end of the year.
Technically, the caretaker State Government headed by Shri Narendra Modi can remain in office for 6 months from the date of dissolution of the Assembly i.e. upto 18 January, 2003 or to the date of formation of the new government after the elections, whichever is earlier.
But, by all available evidence, Shri Modi is, in the public eye, guilty of complicity in the genocidal carnage which has been described even by Shri
L.K. Advani, his staunch supporter, as 'shameful'. He is also guilty of criminal and politically motivated negligence in taking relief and rehabilitation measures for the victims which have been inadequate by any standards and in investigating and prosecuting the culprits where his record is almost nil. That is why there has been a persistent demand in the Parliament and outside, by political parties and non-political
NGO's, national and international, for his dismissal and imposition of President's Rule right from March, 2002.
Now that he is nothing more than a caretaker Chief Minister, heading a caretaker government with no democratic mandate, there is no constitutional bar in showing him the door, if there is political will.
The AIMMM, therefore, demands that in order to restore normalcy in the state at the earliest, to provide maximum relief and rehabilitation to the victims and to speed up police investigation and prosecution of the culprits and, above all, to bring down the communal polarization in the state and to hold elections in a conducive environment, free from fear and intimidation, Modi Government should be dismissed immediately and the State placed under the President's Rule.
The AIMMM also reiterates its demand that the Governor should also be replaced and administrators of proven quality and national eminence be posted as advisors to the Governor."
