Markazi Majlis-e-Mushawarat Adopts A New Constitution and Several
Resolutions on National and International Questions
New Delhi, 12 October, 2002: Shri Syed Shahabuddin, President of the
All India Muslim Majlis-e-Mushawarat (AIMMM), has issued the following
Statement:
The MMA (Central Working Committee) and the MMM (Central Council of the
All India Majlis-e-Mushawarat) held their meetings today in New Delhi with
the President Mr. Syed Shahabuddin in chair. The meetings were attended by
Maulana Mohd. Shafi Moonis, Vice-President, Mr. A.R. Sherwani, Treasurer,
Maulana Mohd. Yahya, Amir, Jamiat Ahl-e-Hadees, Mr. K.M. Khan, MP, Maulana
Ejaz Aslam, Maulana Rasheed Usmani, Maulana Asghar Ali Imam Mehdius Salfi,
Janab Ashfaque Ahmed Waziri, Maulana Aquilul Gharvi, Maulana Zeeshan
Hedayati, Dr. S. Farooq, Dr. Zafarul Islam Khan and Prof. Humayun Murad.
The MMM adopted its new Constitution as approved in the Referendum by 39
to 2 in which 43 members out of 78 participated. The MMM decided to give
the new Dastoor wide publicity which aims at widening the membership of
the Mushawarat to include Muslim personalities of eminence in all walks of
life and to set up a consultative network from the national down to local
levels.
The MMM adopted the target date of 31 December, 2002 for putting the new
Constitution into effect. In the meantime, the MMM decided to nominate
Maulana Mohd. Yahya, Amir, Jamiat Ahl-e-Hadees, as Vice-President to fill
the vacancy caused by the demise of Mr. Masood Khan and Mr. Zafarul Islam
Khan as a Secretary.
The MMM also authorized the President to have consultation on the filling
up the 3 vacancies among the Constituent Members. The MMM expressed its
satisfaction with the organizational progress and
financial situation of the Mushawarat.
The MMM discussed the national and international situation and adopted
Resolutions on the Gujarat situation, the election results in J&K, the
Babari Masjid Question, the Supreme Court Judgement on National Framework
of School Curriculum and Value Education, Terrorism, National Secular
Alliance, Delimitation of Constituencies. USA's threat of attack on Iraq
and Israel's Continuing aggression against the Palestinian people.
Briefly, the MMM found little progress in Gujarat in relief and
rehabilitation of the victims or investigation and prosecution of the
culprits because of the apathy of the State Government, the inefficiency
of the administration and the communal environment.
The MMM requested the Election Commission to defer the Assembly election
till normalcy was fully restored and the atmosphere of fear was
dissipated.
On Kashmir, the MMM welcomed the results of the Assembly election and
expressed its hope for early formation of the Congress-PDP coalition
government committed to peace, human rights and development and for
resumption of dialogue between India and Pakistan for a final settlement.
On Terrorism, while condemning the attack on Akshardham Mandir, the MMM
called for all out combat against terrorism in all its form and
manifestation, in various parts of the country, particularly by
restraining Hindu extremists from terrorizing communities by threats and
vile propaganda.
The MMM appealed to the Babari Masjid Movement to observe the 10th
anniversary of the Demolition suitably throughout the country and called
for the title suit to cover disputed Wakf land.
The MMM supported the emergence of the National Secular Alliance to defeat
the forces of communalism, fascism, first in Gujarat and then in other
States and to oust the Sangh Parivar from power when the General Elections
is held.
On Delimitation, the MMM authorized its President to establish a Committee
of Experts to collect the necessary information and to place the
suggestions to the Commission for better representation of Muslim in the
legislature.
The MMM noted the recent Supreme Court Judgement on the NCERT's National
Framework of School Curriculum and proposed the establishment by
educational societies of Centres to Monitor School Syllabi and Textbooks
in all major States and at the Centre - to ensure that the spirit of the
Supreme Court's judgement was not violated by majoritarian exponents of
cultural nationalism and religious assimilation.
The MMM condemned the USA's threat of unilateral war against Iraq and
called upon the Government to mobilize the NAM for restraining the USA. It
also proposed universal and complete elimination of all weapons of mass
destruction by all States. It appealed to the political parties and the
civil society to defeat the US plan for achieving undisputed territorial
hegemony over the Gulf region and undivided control of its oil resources.
The MMM regretted that the Government had not risen to protest against
Israel's continuing aggression and persecution of the Palestinian people
and its endeavour backed fully by the USA to eliminate Yasser Arafat,
politically, if not physically. It called upon the Government and the
people of India to rise to the defence of the fraternal people of
Palestine.
