MEMORANDUM REGARDING PROBLEMS OF MINORITIES
The Hon’ble Prime Minister

Dear Prime Minister,
On 15th Oct., the final day of our two weeks long "Save the Country
and Nation" peaceful civil disobedience agitation whereby 30588
persons from all over the country courted arrest protesting against
neglect of our memorandum of demands submitted to your good self earlier,
we were assured by Mr. Vijay Goyal, the hon’ble Minister of State for
PMO that we would be provided the opportunity to meet you and our demands
would be given due consideration very shortly. We thank you very much that
the first part of the assurance has been fulfilled. We are now submitting
to you the memorandum of our 13 demands earnestly hoping that the second
part of the assurance too would be fulfilled.
In order to put our agitation in its right perspective, I would like to
mention that the massacre of minorities and usurpation of their
constitutional rights during last 55 years does not affect the specific
communities only but the social and economic progress of our country is
stalled due to communal violence and discrimination being vigorously
propagated and pursued by anti-secular and anti-democratic fascist forces.
Therefore it is the Prime duty of yours as the Prime Minister of our great
country to rescue our secular and democratic Constitution from being
hijacked. Our 13 demands are based on the principles of Justice, equality,
freedom and right to life and property enshrined in our Constitution.
Their acceptance means upholding the Constitution of India and their
rejection means rejection of Constitution of India. I do hope this
perspective will facilitate the correct choice.
Along with the memorandum of demands we have also enclosed the
recommendations of National Integration Council of communal rights and
draft of proposed bill for Preventive and Punitive measures and
compensation of communal riots victims of guidance and ready reference.
