Text of the Resolutions
A meeting of the Markazi
Majlis-e-Amla (National Working Committee) of the All India Muslim
Majlis-e-Mushawarat (AIMMM) was held in New Delhi on 17 July, 2004 with
the President Mr. Syed Shahabuddin in Chair. The meeting was attended by
Maulana Mohd. Shafi Moonis, Vice-President, AIMMM and Naib Air,
Jamaat-e-Islami Hind, Mr. Justice P.K. Shamsuddin, Retd. Judge, Kerala
High Court and Convener of MMM, Kerala, Dr. Abdul Karim M. Naik, eminent
Psychiatrist, Dr. Syed Farooq, President, Himalaya Drugs, Mr. A.R.
Shervani, Chairman, Bharat Seva Trust and General Secretary (Finance),
AIMMM, Dr. Zafarul Islam Khan, Editor, The Milli Gazette and General
Secretary, Maulana Ejaz Ahmad Aslam, Secretary, Jamaat-e-Islami Hind and
General Secretary, AIMMM, Mr. Mohd. Sulaiman, General Secretary, Indian

The meeting expressed its deep
sympathy for the children who lost their live in the fire blaze in Tamil
Nadu on 16 July, 2004 as well as for the victims of the floods raging in
Bihar and Assam.
The meeting discussed
organizational and financial affairs of the Mushawarat and adopted the
following Resolutions on National and International situation.
The text of the Resolutions is
given below:
I - On the Formation of the UPA
Government
The MMA of the AIMMM welcomes the
formation of the UPA Government under the leadership of Dr. Manmohan Singh
and appreciates the manner in which his government has set upon the
national task odesaffronizing the administration, enunciating secular
policies and formulating corresponding programmes, demolishing the
structures of discrimination and distrust constructed by the Vajpayee
regime and regenerating our hopes for the future.
The MMA also places on record that
after the change of government, the religious minorities feel liberated
and enjoy easy access to the members of the government and to the leaders
of the parties which enables them to place their grievances, aspirations
and suggestions before them.
In this connection, the MMA
expresses its appreciation of the initiative taken by Shri Arjun Singh,
Minister of Human ResourcDevelopment in the field of detoxification of
school textbooks and promotion of education of the minorities and the
facilitation of their educational rights under Article 29 and 30 of the
Constitution.
The MMA takes the opportunity to
draw the attention of Shri Shivraj Patil, Minister of Home Affairs to the
urgent need for the enactment of a comprehensive law on communal violence
and to propose that a National Meeting be convened at the earliest to
evolve a consensus on its scope and content.
The MMA also requests the Minister
of Social Justice and Empowerment to initiate necessary Consultations for
the formulation of an appropriate Scheme of Reservation for Religious
Minorities in the fields of Public Employment, Higher Education and
Legislatures in order not only to give them their due representation but a
sense of participation in governance.
The MMA assures the Leader of the
UPA and the Prime Minister of the fullest possible cooperation of the
Muslim community in the larger task of national reconstruction and
development.
II - On Reservation for Muslims in
Higher Education and Public Employment
The MMA of the AIMMM welcomes the
introduction of reservation in favour of the Muslim community of AP in the
fields of higher education and public employment, which is fully in
accordance with the letter and spirit of the Constitution and
felicitates the Government of AP for taking a bold policy decision in
accordance with its election manifesto and the recent Report of the
National Commission on the Functioning of the Constitution.
The MMA notes that the socio-economic
and educational survey of the Muslim community in AP has found that the
status of the Muslim is almost on par with that of the SC’s and the
ST’s and, therefore, requests the government of AP to raise the quantum
of reservation to at least 9% considering that they constitute 9% of the
population of the State.
The MMA also proposes that the
candidates from the really backward families, who possess the minimum
qualification, should receive preference for admission to the benefits of
the reservation.
The MMA also decides to formulate a
National Scheme of Reservation for submission to and consideration by the
UPA Government so that all educationally and socially, and therefore,
economically, backward social groups or sub-groups in the country benefit
from a common and comprehensive policy of reservation based on their
population and level of backwardness, determined on the basis of uniform
parameters, and the benefits of reservation are targeted to the
individuals who belong to the deprived sections of their groups.
III - On inquiry by the railways in
the Godhra Tragedy
The MMA of the AIMMM welcomes the
order by the Railway Minister Shri Laloo Prasad Yadav for a comprehensive
departmental inquiry in the burning of one bogey of the Sabarmati Express
on 27 February, 2002 which had been exploited by the chauvinist elements
to terrorize and commit acts of genocide against the Muslims of Gujarat,
with the collusion and connivance of the State administration and
government.
The MMA takes note of the fact that
many aspects of the tragedy still remain shrouded in mystery and need to
be uncovered to identify the real culprits.
The MMA hopes that the inquiry
shall be completed expeditiously so that once the truth is known, the
Muslim community in Godhra, and all over Gujarat and all over the country,
can feel relieved and absolved of the false accusation made against them.
The MMA takes the opportunity also to
condemn the continuing terrorization of the Muslim youth in Gujarat and
Maharashtra and their extra-judicial execution through false encounters
and reiterates its democratic conviction that the State has no right to
take life of a human without due process of law.
IV - On the Situation in Iraq
The MMA of the AIMMM rejects the
so-called ‘hand over’ of power by the occupation regime to the interim
government in Iraq as nothing more than a ploy to maintain the military,
political and economic hold of the USA and its partners. This defeat the
legitimate aspirations of the people of Iraq for independence, sovereignty
and self-determination.
The MMA is of the view that all
foreign forces must quit Iraq and political power must be exercised by a
National Assembly elected directly by the Iraqi people, in an election
conducted and supervised by the UN, before Iraq can be considered to be
really free.
In the meantime, the MMA calls upon
the interim government to review immediately all laws, regulations,
agreements and appointments imposed on Iraq by the occupation regime and
initiate steps to identify and prosecute all those responsible for
violation of international and humanitarian laws during the occupation
through collateral damage, repression of human rights and desecration of
holy places.
The MMA reiterates its demand that the
Government of India should not commit any military forces to the
‘unified command’ or to the interim government but extend humanitarian
relief for the people of Iraq through the UN.
The MMA also takes this opportunity
to call upon the Iraqi resistance to refrain for committing senseless acts
of violence which bring bad name to Islam and which reduce the universal
support which the cause of Iraq’s liberation enjoys among the people of
the world.
V - On the ruling of the world
court on the wall
The MMA of the AIMMM regards the
recent Ruling of the International Court of Justice on the construction of
the Wall in the occupied Palestinian territory as a historic victory for
the people of Palestine and condemns the continued defiance by Israel of
international law and of innumerable UN Resolutions, which blocks the path
to negotiated settlement and prolongs its unlawful occupation of the
Palestinian territory and persecution and agony of its people and keeps
the cycle of violence and counter-violence in ceaseless motion.
The MMA calls upon the Non-aligned
Movement and particularly the Government of India to assure that the
UN Security Council takes note of the Ruling and ask Israel to demolish
the Wall as well as withdraw its settlements in the Palestinian territory
and vacate the occupied territory, leading to a formal
international agreement on the establishment of the State of Palestine
with its security, and that of Israel, guaranteed by the international
community.
