AIMMM Delegation Calls on Sonia Gandhi to Discuss Muslim Concerns
Receives Warm and Sympathetic Response
New Delhi, 18 June, 2004: Shri Syed Shahabuddin, President of the All India Muslim Majlis- e-Mushawarat (AIMMM), has issued the following Statement :
"A Delegation of the AIMMM under the leadership of its President, Shri Syed Shahabuddin, called on Smt. Sonia Gandhi, President of the Indian National Congress and the Chairperson of the United Progressive Alliance (UPA) to press for expeditious implementation of the assurances to the religious minorities in the Common Minimum Programme (CMP) of the UPA Government and redressal of their longstanding concerns.
The Delegation submitted an Aide Memoire to Smt. Gandhi giving the priorities of the community in terms of institution building, school education, participation in governance, physical security, promotion of Urdu, reservation in public and private employment and protection of human rights.
In particular, the Delegation discussed the reinstatement of the PM’s Programme for the Welfare of the Minorities which had been shelved by the Vajpayee Government.
The Aide memoire and the discussion touched the following topics:
Institutions: Establishment of Joint Parliamentary Committee for the Welfare of the Minorities and of a Department of Minority Affairs under the Prime Minister.
Reconstitution and funding of the National Commission for Minorities, National Minorities Finance and Development Corporation, Central Wakf Council, Haj Committee, National Council for Promotion of Urdu Language and Maulana Azad Education Foundation.
Appropriate Representation of the Muslim community in Boards, Corporations, Councils and Committees under the Government and in the Public Sector.
Social Violence: Enactment of Model Law on Communal Violence and of Hate Laws to penalize demonization and vilification of social groups.
Due Share to the Muslim community in all Central, Centrally-sponsored and State Schemes of Development and Welfare, at the operational level.
Education: Complete Secularization of Educational Curriculum, Textbooks and School Culture and Establishment of Primary and Secondary Schools in deprived Muslim-concentration areas in accordance with national norms under Sarva Shiksha Abhiyan and liberalization of flow of foreign contribution for education.
Use of Urdu in Primary Schools as Medium of Instructions for the Urdu knowing students and its teaching as Compulsory Language to them at the Secondary level and due place for Urdu in the curriculum of CBSE and other Central School Systems.
Employment: Extension to Muslims of Proposed Reservation for SC and ST in Private Sector and for Economically Backward Classes in Public Employment.
Statutory Adoption of International Laws and Conventions relating to Human Rights and Minority Rights, specially enactment of a Law on Genocide.
The Delegation included Shri S. Hamid, former VC of the AMU, Shri Akbar Jung, Retd. Secretary to GOI, Shri M. Afzal, ex-MP, Shri Shamim Kazim, President, A.I. Shia Conference, Shri Mujtaba Farooq, Secretary, Jamaat-e-Islami Hind, Dr. S.Q.R. Ilyas and Shri Navaid Hamid, Secretary, MOEMIN.
Smt. Gandhi responded warmly and sympathetically and assured the Delegation that as President of the INC and Chairperson, UPA, she will constantly monitor the situation of the minorities and the implementation of the CMP."
