Shri Manmohan Singh

New Delhi,
India - 110011
Respected Prime Minister Sahab,
At the outset, on behalf of the Working Group of People’s Integration
Council, I take privilege to congratulate you on assuming the office of the Prime Minister of India.
You might be aware that in the absence of National Integration Council, the concerned citizens of the country had constituted the PIC in the year 2003. Mr. K. R. Narayanan, former President of India had inaugurated the inaugural session of the PIC and Hon’ble Smt. Sonia Gandhi, President of the Indian National Congress had given a key note address in the National Convention of the PIC.
The convention deliberated on the issues which concern the common man and had passed a policy statement after intense discussion among the participants which included the people of all walk of life
...
Now when the new government is preparing a policy statement in form of Common Minimum Programme, I earnestly request you to give a serious consideration to the points raised in the convention including the setting up of equal opportunities commission for the implementation of right to equality and non-discrimination which can study the concerns and causes of inequality and exclusions and prepare plans and strategies for equality of status of all classes, castes and communities; the enactment of law on the prevention and punishment of the crime of genocide as required by article 5 of the U.N. Convention on genocide 48 to which India is a party and the reconstitution of the defunct National Integration Council which had played a major role in discussing and preparing the policies for
strengthening the secular polity of the nation.
Further, I would also request you to kindly include the constitution of a Commission of Survey on the pattern of Karnataka and Kerala to study the socio-economic and educational backwardness of the Muslim community in the country, in the Common Minimum Programme.
I am enclosing a copy of the policy statement passed in the 1st convention of the P.I.C. held in 2003 for your kind consideration.
