Direct Contest between INC and BJP Clusters in Phase IV
In All States/UTís Except U.P.
AIMMM Advises Secular Voters to Vote for INC Cluster

New Delhi, 16 April, 2004
: Shri Syed Shahabuddin, President of the All India Muslim Majlis-e-Mushawarat (AIMMM), has issued the following Statement:

"The All India Muslim Majlis-e-Mushawarat (AIMMM) has taken note of the Election Commission of Indiaís Notification No. 464/2004/(1A), (1B), (1C) dated 31 March, 2004 and the attached Schedule No. 4 for Elections to the Lok Sabha on 10 May, 2004 in the following States/Constituencies:
State Constituencies Constituency Nos. Major Secular Parties
Haryana 10 1-10 INC
Himachal Pd. 4 1-4 INC
J&K 2 4-5 PDP-INC, JKNC
Kerala 20 1-20 LDF, UDF
Madhya Pradesh 17 1-4, 17-29 INC
Punjab 13 1-13 INC
Sikkim 1 1 INC
Tamil Nadu 39  1-39 DMK-INC-MDMK-PDK
Uttar Pradesh 18 1-10, 73-80 SP, INC, BSP
Uttaranchal 5 1-5 INC, SP, BSP
West Bengal 42 1-42 Left Front, INC
A& N Islands 1 1 INC
Chandigarh  1 1 INC
Delhi 1-7 INC
Lakshadweep 1 1 INC
Pondicherry 1 1 INC

In the States/UTís slated to go to polls on 10 May, 2004, with the exception of UP, the political formations pitted against each other are the Indian National Congress and its allies, on one hand, and the BJP and its allies, on the other. In UP, the AIMMM still hopes for last minute electoral adjustment between SP and INC in order to avoid splitting of secular votes.

The AIMMM advises the electorate to vote for the INC or its allies in all Constituencies in which there is a direct contest between the INC or INC-supported candidate and the BJP or BJP-supported candidate, so as to ensure the formation of a secular government at the Centre.

The AIMMM advises the secular voters to exercise their right to vote, and to vote unitedly, rising above religious, linguistic, racial, ethnic, cultural or tribal affinities and not to vote for small parties or independents who shall only divide their votes and erode their impact."
