Conscious of Weakness of its Legal Case; NDA Shall Intensify Press on Muslims to Give up their Rights
NDA Promises for Education, Economic Development and Representation in Power Structure are Deceptive
AIMMM Calls Upon Muslims Not to be Misled by Hollow Promises
New Delhi, 9 April, 2004: Shri Syed Shahabuddin, President of the All India Muslim Majlis-e-Mushawarat (AIMMM), has issued the following Statement:
"The All India Muslim Majlis-e-Mushawarat (AIMMM) has taken note of the points of special interest to the Muslim community in the NDA Manifesto, 2004.
The proposal for a negotiated settlement of the Ayodhya dispute is not new but its inclusion in the NDA Manifesto shows the rising dominance of the Sangh Parivar over the BJP, and, of the BJP over its allies in the NDA. Negotiations have been held since 1986 but without any result because of the Sangh Parivar’s insistence on including the Babari Masjid site in the Ram Mandir Plan. Throughout 5 years the Vajpayee Government persistently applied all possible pressure, through its intermediaries, on the Babari Masjid Movement to surrender the disputed site and failed. The All India Muslim Personal Law Board refused to negotiate with the Demolition Squad and offered to negotiate directly with the Union Government if it had a proposal or a formula to break the stalemate. The Union Government did not respond.
The title suit, revived by the Supreme Court, is reaching its culmination and apparently the Sangh Parivar has realized the weakness of its case and the impossibility of a constitutionally valid legislation to stop the judicial process and to hand over the site for the construction of the Mandir. The Government also knows that it cannot refuse to implement the Supreme Court Judgement of October, 1994, once the question of title is judicially decided. This explains why the NDA Manifesto mandates the Government to seek a negotiated settlement. The AIMMM cautions the secular forces against intensification of government pressure on the Muslim community for unilateral surrender of its legal rights over the Babari Masjid site.
The AIMMM has also noted various promises to the Muslims. The AIMMM would like to know the reason why the NDA did not prepare its Minorities Development Agenda for the 3-E’s during 5 years in power, why the existing programmes like the PM’s 15 Point Programme for the Welfare of the Minorities were buried deep enough to be forgotten, why not a single concrete step was taken to promote Muslim participation in the power structure, their education even at the primary level and to provide employment opportunities to the youth.
The AIMMM considers its promise of giving a share to the Muslims in fruits of development and some representation in power structure nothing but an exercise in deception. This falls short of their rightful claim to reservation as a Backward Class.
The AIMMM takes the Scheme for Promotion of Urdu and Modernization of Madrasas with a pinch of salt. These Schemes are motivated to assimilate Urdu into Hindi and to destroy the Islamic character of the Madrasas.
The AIMMM calls upon the Muslims not to be misled by such hollow promises."
