Memorandum to National Commission for Minorities communal environment in India
Memorandum to Mr. Hamid Ansari, Chairman, National Commission for Minorities
Mohammad Hamid Ansari
Hon'ble Chairman
National Commission for Minorities
Lok Nayak Bhawan, khan Market
New Delhi.
Esteemed sir,
With this letter we, the Aligarh Muslim university community would like to draw your attention towards the sad and unfortunate developments in the Indian intellectual and administrative set-up. On 28th February’2004- the date deliberately chosen to commemorate two years of Gujarat experiment of unprecedented majoritarian violence against Muslims, an ex-Intelligence Bureau (IB) officer with much official patronage, including the personal grace of Shri Lal Krishna Advani, the father of modern communalism in India published a book titled- Islam and religious riots: A Case Study “ riots and wrongs “ by: Mr. Ram Naresh Prashad Singh
[Publishers: India First Foundation ].
Pages after pages the book spews venom against the Muslim Community. We are deeply hurt to see how our religion is openly denigrated in the name of freedom of
expression and scholarship. What is appalling that such a hate literature, reflecting the mindset of an uncompromising and rabid communalist, was produced by a top brass of Intelligence Bureau decorated with various State awards like the President’s Medal. His claims to scholarship is dubious because of the superficial reading and out of context references from the Holy Quran. Dispassionate research and objective analysis eludes his highly polemical and blatantly communal work. Mr. R.N.P. Singh is an example of the penetration of extreme and virulent communalism in our public services. By authoring this highly objectionable book,
Mr. R.N.P. Singh fails to rise about religion in discharging the duty.
Sir, we hope all of us unanimously agree that communalism is the biggest problem facing the Nation. The entire social fabric of India and its globally acknowledged composite culture would be form apart if we succumb to it Mr. R.N.P Singh and his supporters dismiss the 1500 year process of cultural assimilation and syncretism by propagating that peaceful co-existence is an anathema to Islam! For the staunchest supporter of RSS ideology, diversity is a liability. They want uniformity and to implement it they won’t hesitate in unleashing a Nationwide Genocide of Muslims.
Sir, public administrationists worldwide believe that an administrative system which is insensitive to the needs of minorities will be very much used to exterminate it, witnessed in the USA in1960s and India during 90s. Further, liberty and equality depends as much on administrative arrangements as on the constitutional provisions. You will also acknowledge that communal propaganda a has always preceded communal riots.
Hence, we request you to promptly take steps to detoxify the surcharged communal environment in the country particularly the police, press and other bodies. A national counter movement must be launched to prevent further polarization of the country on the lines of creed.
Yours sincerely,
