PRESS STATEMENT

Appeal to SAARC Heads of Governments and Religious Leaders

While welcoming the holding of the SAARC Summit in Dhaka on 12th 13th November, 2005, within a fortnight of the ghastly killings of sixty two innocent persons in Delhi by terrorists, we appeal to the heads of governments as well as religious leaders and concerned intellectuals in the region to renew their pledge to give absolute protection to the life and dignity of  uninvolved innocent civilians during all armed conflict situations, as required by Islamic and other religious teachings and by the humanitarian laws on armed hostilities under the Geneva Conventions.

            We would like to bring to the notice of the SAARC Summit Conference the following clauses of the Declaration Adopted by the Delegates to the Workshop on the Condition of Minorities in SAARC Countries held in New Delhi on 16-18 September, 2005.

7.  We appeal to the security forces of the State and armed opposition groups to strictly adhere to the ethico-legal humanitarian norms on the conduct of hostilities as codified in the Geneva Convention, 1949 which require protection of life, dignity and freedom of non-combatant civilians, especially women, children, old and disabled persons and worshippers.

7.1 We also appeal to religious leaders of all communities in the region to evolve and endorse such ethical norms on the protection of innocent civilians uninvolved in conflicts including communal and sectarian conflicts.

To coincide with the SAARC Summit in Dhaka, I shall observe one day token fast on 12th November, 2005 near Gandhi Samadhi in Delhi to make all concerned take effective measures for protection of innocent civilians.
