No instructions of UGC ignored: AMU

Aligarh: Aligarh Muslim University, while contradicting the accusations of financial irregularities by University administration as per the news published in some newspapers regarding the audit report clarified that CAG (Comptroller & Auditor General) has not issued any report in this connection. Rather, the Principal Director of UP Audit, in his annual review of the year 2014-15 has drawn the attention of University administration to certain points, which is a routine matter, as per normal working procedure. The University is, therefore, preparing and working on the necessary clarifications regarding this. AMU’s Finance Offier, Prof. S. M. Javed Akhtar clarified that the release of Rs. 75 crores for the construction of a hostel for 1500 girl students was made on the proposals of the concerned Coordination Committee’s meetings on 3 July 2014 and of the Building Committee on 23 March 2016 which was approved by Finance Committee in its meeting held on 2 April 2016. He (Javed Akhtar) said that in this process no instructions or directions of UGC were ignored. Similarly, regarding Rs. 10.62 crores released for development of the campus he said that this amount has been used under 11th Five Year Plan with the approval of UGC and that a letter from UGC’s under secretary (Ms.) Sushma Rathore for this was received, about which the University had already informed the Principal Director of Audit. He further said that for construction of the hostel for 1500 girl students, Hindustan Steelworks Construction Ltd was appointed the PMC and that the selection of ASCL (sic) was independently made through open tender. He said that many other companies also had submitted their quotations in response to this tender but on the basis of lowest quotation of HSCL (Rs. 84.32 lakh) (sic, it should be Rs. 84.32 crores) this responsibility (construction of hostel) was given to it (HSCL). This building work also was done in accordance with the rules and principles laid down by UGC for the 12th Five Year Plan. UGC under its 12th Five Year Plan in connection with construction work and under Para 7.0 had issued instructions that all kinds of building and construction works / jobs should be got done by Central Public Works Department, State Public Works Department or any government agency or any public sector undertaking only. Regarding Rs. 51.71 lakh released for the construction of the building of the school set up in Muzaffarnagar’s Jola village he (Prof. Akhtar) said that this amount was obtained or collected by sacrificing the Sir Sayyad Day Dinner (amount saved by not holding Sir Sayyad Day Dinner) which he has gifted of his own accord for building of this school. University’s Executive Council in its meeting held on 4 August 2014 had also unanimously approved the use of this amount (for building of the school). The University also clarified that this University does not confer PhD Degree on the basis of distance education but in order to bridge the gulf between the education world and industry (or industrial world) this University had started a a unique programme of PhD Degree in 1997 in cooperation with Indian Management Association which was started under UGC PhD Regulations. This is a top class educational programme.
